What is the threshold for International Criminal Court to lay charges against Russia?

The International Criminal Court is fast-tracking an investigation into possible war crimes inflicted by Russian forces in Ukraine.

Russian President Vladimir Putin has continued to deny that his forces are targeting cities and civilians.

But after receiving requests from 39 countries, including Canada, an advance team has now left the Hague for the Ukraine region to begin their investigation.

Global National’s Dawna Friesen speaks with former United Nations prosecutor Payam Akhavan on what the probe will be looking for, and whether Russian leaders can be held accountable.
